Billy Bill is a minor antagonist in the book Captain Underpants: Captain Underpants and the Terrifying Return of Tippy Tinkletrousers. He is the petty and sadistic owner of a gas station somewhere in Piqua, Ohio. After he caught Harold Hutchins standing near his sign, he started rudely yelling at him to the point of allowing Kipper Krupp and his fellow bullies to physically assault Harold.
What Makes Him a Hate Sink?[]
- His very petty and irritable, as he verbally assaulted Harold, who was only a kindergartner, just for standing near his sign for a few seconds.
- He gave Harold to Kipper Krupp and his group of bullies, not caring at all what they did to him.
- To make matters worse, he took sadistic pleasure in the bullies harassing Harold.
- He yelled at George for standing near his sign, which was again completely petty and unjustified.
- His defeat is played for satisfaction, as George made his sign read "Free Bra Inspection," causing a group of women to beat him up. George even mocked him by repeating the same phrase he said to Harold
- Adding to the satisfaction, his gas station is shown to have an "out of business" sign later on in the book, showing that Billy had to close down due to being labeled as a misogynist.
