Chloé Bourgeois is a major character in the Miraculous: Tales of Ladybug and Cat Noir franchise. She is the daughter of the former mayor of Paris, André Bourgeois, and a rival to series protagonist Marinette Dupain-Cheng. A former anti-heroine, Chloé sheds all of her redeeming qualities and betrays Ladybug by revealing her secret identity.
She was voiced by Selah Victor in the English dubbed version, and by Marie Chevalot in the original French version of the show.
Although she seems sympathetic for having been abandoned and neglected by her mother, and not having received healthy parenting by either parent, this is not intentionally played for sympathy.
To get her own way, Chloé uses her position as the mayor's daughter to abuse her authority. This includes blackmailing her school's principal, Mr. Damocles, into suspending Alya Cesaire in "Lady Wifi" for attempting to take photos of the inside of her locker without her knowledge and, prior to the events of the show as shown by Marinette's flashbacks, Socqueline Wang in "Derision", for breaking Sabrina's phone, who was recording Marinette getting pranked by Kim.
Even her childhood friend, Adrien Agreste, doesn't stand her behavior and her villainy.
In “Origins - Part 2”, she cruelly mocked Ivan for the akumatization he suffered, causing him to be reakumatized into Stoneheart again.
In the same chapter, when she was about to die after Stoneheart threw her from the Eiffel Tower, she begged for her life, saying she would be nice to people, but when Ladybug saved her, she says she didn't promise anything.
She drives people to akumatize themselves on a regular basis. One of the more cruel examples was when Chloé has Sabrina locked Juleka in the bathroom just so she could stand next to Adrien for their class photo, leading to Juleka's first akumatization into Reflekta.
She tries to ruin the movie her class alongside her sister, Zoé, were making when they replaced her as the main lead without her knowledge.
She attempts to humiliate Marinette when having a fight with Adrien in "Deflagration".
After season three, she starts treating her supposed friend Sabrina like a slave, including forcing her to do bad things, with some going against the values that her father Roger instilled in her. Additionally, by the time of the events of "Daddycop" Chloé viewed her more as a "minion" than a friend.
Out of pure envy that Marinette plays Ladybug in Nightingale's music video, she caused her to almost cancel it, taking away and breaking in the process the microphone that she treasured so much. As if that wasn't enough, all she did was laugh in an extremely conceited way, causing the singer to be akumatized due to her broken heart.
In "Princess Fragrance", she tore up the letter Rose Lavillant made for Prince Ali in her face.
During an emotional breakdown caused by her mother in "Queen Wasp" she not only revealed possession of the Bee Miraculous, but endangered several people on a train during an attempt to prove to everyone, primarily her mother, that she is exceptional.
In "Timebreaker", she took Alix’s watch away from Adrien and refused to give it back right away. While checking it out, she unknowingly pressed a button on the watch, resulting in the flush of light from it, startling her to the point of dropping it, which caused it to be ran over by Alix’s rollerblades, which deeply left the skater heartbroken. Instead of fessing up to her actions, Chloé tried to say that she had nothing to do with it.
In "Catalyst", when waiting for Ladybug to give her the Bee Miraculous, she expressed irritation when Cat Noir showed up instead, but took back the comment when Cat Noir jokingly threatened to walk away and find Ladybug a better Queen Bee.
In "Stormy Weather 2", she mocked Aurore Beauréal for her bad grade point average and akumatization, causing her to get akumatized once again in Stormy Weather. She is also not seen apologizing to Aurore.
Due to Hawk Moth's manipulation she not only swapped sides, but revealed the secret identities of the other temporary Miraculous holders during the Season 3 finale, indirectly moulding her into the far worse bully with almost no redeeming qualities she is today.
During season 4, Chloé became an even worse bully, resulting in the vast majority of her redeeming qualities vanishing.
She tried to get her half-sister Zoé to be like her in an attempt to welcome her into the family.
While Zoé was akumatized into Sole Crusher, Chloé would push several people into Sole Crusher's way in order to escape the akumatized villain, such as Tom and Sabrine and later Marinette (although Sole Crusher spared her because she remembered her kindness towards her), and she even went way too far when she attempted to get Sole Crusher into attacking Kitty Section.
In one of her more cruel moments, Chloé threatened Sole Crusher by sending her back to New York, and told her that she may be bigger, but she is still just a ridiculous copy of her, while showing no care or remorse that she deeply hurt her half-sister's feelings, but was stopped when Marinette attempted to reason with Sole Crusher, hoping to resolve the situation peacefully.
She threatened her half-sister Zoé that she would turn all of Paris into a banana in the Season 4 episode "Queen Banana."
Out of spite and sheer pettiness, she was willing to betray her childhood friend Adrien when she threatened to reveal his relationship with Marinette to Gabriel.
Although she originally really loved and genuinely cared for Adrien, it is clear that she lost her love for him following "Queen Banana".
During "Kung Food", Chloé made a few racist statements and commons. She then mixed a bunch of random ingredients into Cheng Shifu's soup to ruin its flavor, hoping to provoke a negative reaction from the jury. This ultimately resulted in Cheng Shifu being akumatized into Kung Food.
In the episode "Derision," it's revealed that four years before the series began, Chloé had already bullied Marinette, along with other characters, demonstrating her cruelty without any clear reason. She orchestrated a cruel prank for Kim to play on Marinette, who had a crush on him at the time. Chloé tricked Marinette into opening a box filled with spiders, which caused her to fall into a pool. This prank resulted in Marinette developing a trauma associated with asking someone out on a date. As a consequence, she keeps a detailed record of Adrien's schedule and goes out of her way to learn various things about him. This behavior indirectly makes Chloé responsible for Marinette's obsessive actions. Additionally, Chloé got Socqueline suspended simply for defending Marinette.
This trauma nearly led to Marinette being akumatized into Panic.
When Adrien understands that she will never redeem herself, despite the many chances he gave her to become a better person, he finally puts an end to his friendship with Chloé during the events of "Revolution". Later, Sabrina ends her "friendship" with her too after a sudden change of heart.
In "Confrontation", she didn't care at all that Juleka was reakumatized, and in later episodes, she didn't care about Ms. Bustier's pregnancy either.
She took over Paris at the end of "Collusion" after accusing the heroes of abusing their powers when her father retired as the mayor of Paris. In the very next episode, she is very much shown to be a complete dictator, sentencing anyone she doesn't like into "detention" by abusing the powers she got when she conspired with Monarch. This also makes her a hypocrite as she outlawed those with superpowers, including Ladybug, Cat Noir, and Monarch himself. She denied any democratic elections and intended to stay in power before the Resistance intervened and saved the trapped Ladybug and Cat Noir. When she completely lost all of her power and was exiled to London with her mother, her last action was to reveal to Marinette that Adrien was leaving Paris for London out of spite, only for it to blow up in her face as Marinette told Chloé she already knew, leading Chloé to be completely left at rock bottom, with everyone in Paris hating her.

She's one of the few Hate Sinks to have a page on the Heroes Wiki.
She is so far the only Hate Sink to be an Inconsistently Admirable fallen heroine, due to the inconsistent writings in the different seasons.
Her movie counterpart doesn't count as Hate Sink, because she is less rude and more kind and caring for others, especially Sabrina. She is also more cautious of her public image and came to respect Marinette by the end after giving up stalking her.
