Frank Tenpenny is the main antagonist of Grand Theft Auto: San Andreas. A corrupt officer of the LSPD and the leader of CRASH, Tenpenny ordered the murder of Ralph Pendelbury who was trying to expose his corrupt activities and threatened to frame CJ so that he would do his dirty work.

He was voiced by Samuel L. Jackson, who also portrayed Tat Lawson in Menace II Society and Stephen in Django Unchained.

What Makes Him a Hate Sink?[]

  • In order to gain more power over Los Santos, Tenpenny begun to target the minor gangs inhabiting the city, pitting them against each other which caused massive casualties.
  • Supplied Ballas with cocaine and fueled their drug trade, which caused thousands of innocent people to become crack addicts.
  • Turned Big Smoke and Ryder against the Grove Street and made them ally with the Ballas in his greater goal to destroy the said gangs.
  • Realizing that Sweet is opposed to selling drugs, Tenpenny ordered the Ballas to kill him in a drive-by which failed and ended up killing Beverly Johnson, his mother.
  • When discovering that Ralph Pendelbury, a fellow CRASH official, has discovered his corrupt activities, Tenpenny lured him to a trap and threatened Hernandez, who reluctantly killed him.
  • After CJ returned to Los Santos, Tenpenny planted evidence of Pendelbury's murder on him and threatened him to work for him, and then abandoned him in Ballas territory, which could have gotten him killed.
  • Arranged the destruction of Grove Street Families with Ballas, Big Smoke and Ryder, causing Sweet to walk into a trap where CJ saved him in the nick of time.
    • After both CJ and Sweet were arrested, Tenpenny forced him to kill his former ally under threat of Sweet's rape if he didn't comply.
  • Betrayed the Truth after he found him to be no longer useful, informing the feds about his field of illegal marijuana and trying to get him arrested or killed.
  • Forced CJ to do his dirty work by eliminating witnesses against him.
  • He left Eddie Pulaski, his most loyal partner in the middle of nowhere after retrieving the dossier from CJ so that he could "get drunk and get laid".
    • After CJ killed Pulaski, Tenpenny only mentioned his death once in a passive tone while admitting CJ's seeming unstoppability after CJ killed Big Smoke, showing he never cared for him and was just using him this whole time.
