Icardi is a supporting antagonist in Master Detective Archives: Rain Code.

He was voiced by Kentaro Ito in Japanese. In the English dub, he was voiced by Ezra Weisz.

What Makes Him Despicable?

• He is primarily depicted as a cowardly, self-centered jerk who believes he's superior to the rest of Kanai Ward, and doesn't care who is harmed in the process of achieving his own goals. Additionally, unlike Yomi Hellsmile or Makoto Kagutsuchi, the two characters whose corruption is his primary motive for what he does throughout the chapter where he serves as an antagonist, he doesn't delude himself into thinking his actions are for everyone else's sake and his Mystery Phantom admits upfront that his only goals revolve primarily around his personal benefit.
• His crimes are by far the most sadistic and unreasonable as his act of framing Yuma Kokohead for committing a terrorist attack on Kanai Ward, then killing Shachi so he can evade punishment for it and framing Yuma for that too, as part of his plot to distract the Peacekeepers from him flooding one of Kanai Ward's districts with the intent to use the flood to steal the Amaterasu Corporation-made safes from the city's banks for no other reason than so he could escape from the corporation's influence over him, distinctively stands out from everyone else's, even those committed by the leaders of the Amaterasu Corporation. While even the worst villains in the story have some semblance of extremism, general delusion, or have even a slight capacity for loyalty (and rarely even honor) regarding their schemes, Icardi's crimes are committed with absolutely no proportion to his motives, and he even states outright that he only committed the acts that he did so he could escape on his own and basically nothing else.

Trivia

• Despite Amaterasu Corporation being a legitimate though inexcusable motive behind his despicable actions, with the company being led by the corrupt Makoto Kagutsuchi and Yomi Hellsmile, fans actually hate Icardi more than either of the two villainous characters.
