Kobayakawa is a minor antagonist in Persona 5 and Persona 5 Royal. He was the school principal of Shujin High School. He allowed Sojiro Sakura enroll Ren Amamiya, who was labeled juvenile delinquent, into Shujin High School for the sake of good publicity. He is desperately trying to hide the school's flaws in order to not tarnish its' reputation rather than concern for the students.

He is voiced by Keiji Hirai in Japanese dub and Richard Epcar in English dub. In Stage Play adaptation, he is portrayed by Takuo Yamagishi.

What makes him hatable?

• He manipulates Makoto Niijima into working for him for his own personal gain, doing things like track down the Phantom Thieves of Hearts. This backfires for him hard as Makoto went to join the Phantom Thieves herself and helps in taking down the very same conspiracy that Kobayakawa works for.
  • Even if Makoto had stated there was a Hangure blackmailing the students at his school before, Kobayakawa is still more concerned about dealing the Phantom Thieves.
• He covered up Suguru Kamoshida's acts of abusing his students and sexually assaulting female students due to him having a good reputation up until the Phantom Thieves changed his heart.
  • In Royal, he hired Takuto Maruki as a school counselor at the same day after Shiho's attempted suicide to cover up Kamoshida's actions rather than for the student's well-being.
• It really tells that when he was given a mental shutdown by Goro Akechi, people were saying he deserved it and people cheered on the Phantom Thieves, who people thought were the ones responsible for his death.
  • Persona 5 Royal reveals that Kobayakawa joined Antisocial Force to finance Shido's campaign and join him for the sake of earning his luxurious life. This may contribute the factor why Shido sent Goro Akechi to kill him when he fails at dealing the Phantom Thieves.
