Mayor Shelbourne is the main antagonist from the 2009 computer-animated film Cloudy with a Chance of Meatballs. He is the mayor of Swallow Falls who wishes to use the FLDSMDFR invented by Flint Lockwood to attract more attention to his town. Once Flint launches his food machine into the sky, Shelbourne tells him to use the machine to make it rain three meals a day.
He was voiced by Bruce Campbell.
What Makes Him a Hate Sink?[]
- Once Flint notices that the food has become bigger in size than usual due to a greater intake of water by the FLDSMDFR, he begins to consider taking his dad's advice of turning it off. Shelbourne however pushes Flint to keep the machine running or no one will ever like him again, telling him that the opinion of one family member doesn't matter.
- Even before the food machine is introduced, he expresses contempt for the citizens of Swallow Falls, only being interested in the profit he could make on his town.
- He is easily the greediest person in all of Swallow Falls. He eats so much that he gets progressively fatter and eventually ends up having to ride on a scooter to move around.
- The food combinations that he eats are straight-up nasty and would cause diabetes in real life, including a pizza-stuffed turkey deep fried and dipped in chocolate, as well as a giant hot dog topped with ice cream and donuts. Flint even retched at the sight of him forking down the latter.
- As Flint explains the dangers of overusing the FLDSMDFR, Shelbourne tunes out everything he says and repeats it as "Blah, blah, blah, science, science, science, bigger!" concluding that bigger is better.
- He even has the nerve to break into Flint's lab without his permission and order a Vegas style all-you-can-eat-buffet on the computer, at which point the safety limit on the Dangeometer is now in the red. He pretends to leave before Flint tries to install the kill code to the FLDSMDFR before any further damage is done, then returns to drag Flint away from the computer by strangling him with a giant shrimp. Once Flint manages to break free by sticking a hot pepper in the mayor's eye, Shelbourne destroys the communication device to the food machine by hurling a giant radish at Flint in an attempt to kill him, thus setting the stage for the worldwide food storm.
- He pins all of the blame on Flint in front of the citizens of Swallow Falls and takes no responsibility for his actions.
- He pretends to have an announcement for the citizens as they prepare for their escape, then leaves them all to their fates as he makes his own escape on a sandwich boat.
- Him getting stranded in the ocean after he has eaten almost his entire sandwich boat is played for complete satisfaction.

- He and Patrick Patrickson are the only Cloudy with a Chance of Meatballs characters to be Hate Sinks.
