~ Shou Tucker when Ed calls him out on turning his own daughter into a chimera.
Shou Tucker is a minor antagonist of the Fullmetal Alchemist franchise. He was a State Alchemist who was known for creating a talking Chimera, and was visited by two main heroes Edward and Alphonse Elric, who discovered the horrific secret behind his work.
He is voiced by Makoto Nagai in the Japanese anime, and Chuck Huber in the English dub, who also voiced Mr. Shu and Future Android 17 in Dragon Ball Z, and Turner Grey in the Ace Attorney anime.
Two years ago, he turned his own wife into a chimera to get his state alchemist license. He then lied to his daughter Nina that her mother went away. His wife would later die because of him, starving herself to death just to end her suffering.
Motivated by personal gain, he took Nina and his pet dog, Alexander, and turned them into another chimera. He ruined his daughter's life and put her in a state that can be described as a fate worse than death as she possessed some degree of consciousness after surviving Tucker's experimentation, and was shown to be in pain.
This scene also marks the point in which the tone of the story changes due to the gravity of his actions.
Additionally, even purely from a research perspective, there was no point to Tucker experimenting on Nina and Alexander. By that point, the military had managed to transmute healthy chimeras capable of shifting between animal hybrid and human forms at will, while Nina and Alexander, like Tucker's wife, were turned into a flawed creature in constant torment.
When confronted on his crimes by the Elric brothers, Tucker shows no remorse for his actions and instead justifies them as "a necessary step in evolution", stating that he and Ed were alike since they both committed human transmutation in some way.
Tucker's argument comparing himself to Ed falls flat. Ed was an 11-year-old child when he was trying to resurrect his dead mother, while Tucker was a grown man who did not want to lose his job and be poor again. Ed also felt remorse for what he did while Tucker cannot accept that what he did is wrong.
He lacks any positive qualities or true excuse for his actions. And while not sadistic as he shows no real enjoyment from hurting his family, he still showed no remorse for his actions and was clearly even proud of his scientific achievements. If he truly cared for his family, he would've tried to find a new job instead of sacrificing his family for personal gain.
His brutal death at the hands of Scar was 100% justified, and that even Scar himself, who's a serial killer targeting alchemists, was utterly disgusted of his actions. His mercy-killing of Nina was sympathetic enough, as he wanted to put her out of her misery and said that she'll leave this world in peace.
After he was killed by Scar, Edward and Alphonse were still shocked and traumatized that incident at Tucker's residence and were deeply upset that they could not save Nina. Though on the lighter side of things, it inspired the two of them to be more heroic.
Each collection of the manga concludes with a small panel showing the noteworthy characters that had died within the contained chapters. He holds the distinction of being shown screaming in Hell as opposed to every other character, including savage and evil characters like Envy and Gluttony, going to Heaven as angels. This demonstrates how even the author viewed Tucker with such disgust and regarded him as truly vile.
Unlike Father and the Homunculi, he has no Evil is Cool moments. He serves as a fake tragic and real example of someone who is a monster willing to sacrifice his loved ones just to achieve his dreams, not caring about the consequences it brings to other people as long as he gets what he wants.

Even though Shou Tucker is a minor antagonist, he is arguably one of the most reprehensible characters in Fullmetal Alchemist, primarily due to his unethical experimentation to his family members for incredibly petty reasons, his refusal to own up to his crimes, and proudly bragging about it.
The 2003 anime incarnation of Shou Tucker cannot qualify since he feels remorse for his actions and his fate of being turned into a chimera is played for sympathy.
