William J. "Bill" Rawlins III, also known under his code name Agent Orange, is the unseen overarching antagonist of Season 2 of the Netflix original series Marvel's Daredevil and the overarching antagonist of its spin-off series Marvel's The Punisher, serving as one of the two main antagonists (alongside Billy Russo) of Season 1 and the posthumous overarching antagonist of Season 2.
In the MCU, he was portrayed by Paul Schulze.
What Makes Him a Hate Sink?[]
- Before the events of the series, he was in charge of Project Cerberus, a private death squad funded by smuggling heroin. To be specific, the drugs were trafficked within the corpses of any fallen soldiers, much to Rawlins' callousness.
- He had Ahmad Zubair (an innocent Afghan cop with a family) framed, tortured and finally killed by Frank just for knowing too much about his criminal activities.
- He orchestrated the infamous massacre at Central Park that killed Frank's wife and two children. Worse still, if Billy "Jigsaw" Russo's dialogue is any indication, Rawlins did so for no reason other than petty revenge and cowardice, wanting to kill Frank in order to pretend like he never felt like a man about to die like he did in Kandahar (and also for punching his left eye out).
- He sends a small platoon of marines to kill Gunner Henderson in Kentucky.
- He orders Russo to kill Col. Morty Bennett and his dominatrix.
- He kidnaps and threatens to kill Micro's wife (Sarah) and child son (Zach).
- He plans to betray Russo to the CIA in an attempt to save his own career, despite Russo saving Rawlins from getting beat to death by Frank several years back, thus making him an ingrate on top of everything else.
- He's a sadist. Russo at one point states that Rawlins gets masturbing himself while beating restrained prisoners to death with his bare hands, and while at first it seems like just an insult, Rawlins is clearly getting his kicks from torturing Frank later on.
- He's shown to be incredibly arrogant to such a borderline suicidal decree that his actions show what a total moron he is, and it's honestly only a miracle that he ever became a CIA agent to begin with. He gets most of Frank's team killed by sending them into an ambush Frank saw coming just from pictures of the target, and meets his karmic death by deriding the very unstable and highly treacherous Russo as a "stupid grunt" who only lives to serve men like him. Had Rawlins simply let Russo keep his promise in giving Frank a quick death rather than continue torturing him, he would have won and still be alive, but what does he do instead? He injects the goddamn Punisher with adrenaline just so he could be awake for when he cuts one of his eyes out, which leads to Frank breaking free from his zipties and then brutally beating him to death despite just receiving hours of extreme physical torture, thus making Rawlins a weakling as well. He also blames Frank for how he lost his eye and pension, rather than himself for his own callousness for the former and his corrupt actions for the latter.
- He's so despicable that even Russo (who is by no means a saint himself) hates him.
- While he claims (and even seems to believe) that his actions are meant to serve the greater good of his country, that's clearly just propaganda to hide his true nature since he betrays and kills several fellow Americans at the drop of a hat. It's best shown in his final scene with Marion James, who orders him to resign from his post after burning Russo for the greater good, to which Rawlins responds "but that hardly motivates me to make this go away" like he's genuinely confused.
