What Makes Them Despicable

Bullying Nick Wilde in his childhood, which resulted in him into becoming a "sly fox".

"Love to hate" factors

Although prejudiced, he seems to genuinely wish for nobody to potentially fall victim to more dangerous animals.

Although analyzing correctly and paying attention, that is quite it does not have much support or merit to justify it, so it is simply racist/xenophobic and that's it.
There is a possibility that his own parents were largely responsible for his racism.
Beyond all that, it has not a single redeeming quality.

The Woodchuck bully is a minor antagonist in Zootopia. He is a member of the Junior Ranger Scouts and appears to be the ringleader of the group.

He was voiced by Jackson Stein.

What Makes Him a Hate Sink?

The initially friendly dispositions of the woodchuck bully and his peers was revealed to all be an act, as they were actually racist bullies.
The moment Nick Wilde finished taking the oath, they pounced on the young fox, holding him down while the woodchuck bully fastened a muzzle on him, taunting that they would "never trust a fox without a muzzle."
The actions of the Junior Ranger Scouts that night had left a deep impact on Nick; his dreams of fitting in crushed simply because of his species, influencing him to live as nothing more than a "sly fox" in society.
- What makes it worse that when Nick saw the muzzles that were on the savage animals, he ended up having flashbacks of what had happened, meaning that their actions have also left him having PTSD.
Even though he only appeared in a flashback, the Woodchuck Bully still gets away with his horrible actions and has never been seen again as a full-grown adult since then. And to make matters worse, his parents didn’t punish him for his actions, either because they never found out or worse, they approved it being just as racist or more racist than their son (probably even causing that attitude).
